Position Title: Managing Director/Chief Operating Officer, Global Intiatives ProgramsManaging Director and Chief Operating Officer (COO)Global Initiatives Programs Reporting to the University of Maryland, Baltimore (UMB) President for the Maryland Global Initiatives Corporation (MGIC), this position will be responsible for strategic management, development of and compliance with organizational policies, and providing oversight for financial management of the MGIC field offices located internationally in various countries. The UniversityFounded in 1807, UM is comprised of a 61 acre research and technology complex that encompasses 65 buildings in West Baltimore near the Inner Harbor. The University remains Maryland's only public academic health, human services, and law center with seven professional and graduate schools to train the majority of the state's nurses, physicians, dentists, lawyers, social workers, and pharmacists. Sponsored research totaled $588 million in Fiscal Year 2011. With 6,395 students and 6,756 faculty members and staff, the University is an economic engine that returns more than $15 in economic activity for every $1 of state general funds appropriation. The University community gives more than 2 million hours a year in service to the public. University LeadershipJay A. Perman, MD, (http://www.umaryland.edu/offices/president/bio) was appointed president of the University on July 1, 2010. It marked a return to the UM campus where Dr. Perman chaired the Department of Pediatrics in the School of Medicine from 1999 to 2004. Dr. Perman left Baltimore, where he also had served at the Johns Hopkins School of Medicine, to become the dean and vice president for clinical affairs at the University of Kentucky (UK) College of Medicine from 2004 to 2010. One of Dr. Permans key initiatives was to develop a campus-wide strategic plan (http://www.umaryland.edu/strategicplan). One of the key themes of the plan is to achieve pre-eminence as an innovator in our missions of education, research, clinical care, and public service. The Position The COO will build capacity of the Field Chief Operating Officers through training, mentoring, and coaching to establish and maintain the management of the field offices. This position will be the liaison between the field offices and the central business function and faculty programmatic leadership of the University. The COO will ensure standardization of the management practices of the field offices, and will work to continuously improve the flow of information between the field offices and the University. Essential Functions: Support field offices to perform their business and grant management functions in a well-controlled manner by building their skills in maintaining effective internal controls, safeguarding of assets, and compliance with all foreign and domestic statutory, contractual and other obligations. Communicate to the UMB central offices the challenges and concerns of the field offices so that smooth operations between the field and central offices are established. Ensure all University support departments/units/offices are fully informed of operational issues in countries of operation. Advise individual Principal Investigators (PIs) implementing programs through MGIC on key operational issues and make recommendations on important business decisions including providing guidance to PIs and their staff on budgeting for field operational costs. Ensure timely submissions of required administrative and financial reports to the PIs, University and MGIC board for review. Direct development and implementation of MGIC management and operating policies and procedures (Financial Management, HR, Procurement, IT etc.). Establish and monitor operational processes, process improvements and reporting systems of field offices. Establish a monitoring system over field office operations which insures field activities comply with organizational requirements for quality management and legal stipulations and which provides early warning of emerging issues. Coordinate execution of internal audits; external financial, operations and program review audits; follow up to reviews or audits conclusions and recommendations Work with Financial Services, PI Departments and Field Offices to ensure timely flow of funds to the field and timely reconciliations. Minimum Qualifications: Undergraduate degree in business or other related field. Masters of Business Administration (MBA) preferred Ten (10) years of experience in general management including the management of complex, multi-sector international development programs funded through government grants Five (5) years of experience in managing technical, programmatic, operational and administrative country operations International experience is a MUST, up to 80% international travel may be required Financial disclosure may be required Credit history review may be required This position serves at the discretion of the President of MGIC.Knowledge, Skills, and Abilities: Strong communication, interpersonal and relationship building skills with the ability to express ideas clearly and concisely across different cultures Experience and ability to drive operational performance through business process improvement plans. Ability to foster and facilitate programmatic collaboration between University and field office constituents Ability to use a strategic, long-range approach to establish goals necessary to implement the organizations mission and strategic vision. Ability to use a consultative approach to resolve issues. Comprehensive knowledge of grant regulations and contract compliance. Skill in leadership, coaching, and teambuilding to create and strengthen a performance driven culture. Skill in relevant technology applications. Excellent negotiation, networking and collaboration skills Excellent oral and written communication and interpersonal skills. Skill in managing fiscal and program design and viability.
