DUTIES:
The VA Capitol Health Care Network consists of 3 Medical Centers, including one multi-divisional medical center, and 15 Community Based Outpatient Clinics. The incumbent of this position is responsible for performing a wide array of pharmacy duties and responsibilities including supporting the NetworkÂ's mission by the coordination, planning and organizing of pharmacy programs. The incumbent provides VISN and local facility management with professional guidance and consultation on matters pertaining to clinical pharmacy, patient safety, medication management systems, drug therapy, operational efficiency, and cost-effective delivery of pharmaceutical care and services. The Pharmacy Executive has program responsibility for the coordination of network pharmacy functions including the VISN Pharmacy and Therapeutics Committee (P&T) and Clinical Service Board (CSB) Committee. She/he assists in coordinating professional and administrative pharmaceutical functions in all VISN 5 facilities. The incumbent is fully responsible for the network Pharmacy Benefits Management program. Pharmacy Benefits Management includes monitoring and trending pharmaceutical costs and workload at all sites, Consolidated Mail-out Pharmacy (CMOP) utilization, national and VISN level pharmaceutical contract compliance, and pharmacological treatment guideline implementation. The incumbent tracks drug usage and drug cost for all network facilities and utilizes sound management principles in preparing projections and justifications for required pharmacy budgets. The incumbent develops and coordinates implementation of network wide effective and efficient policies and procedures that will assure Veterans will receive consistent high quality pharmaceutical services with positive outcomes at all network facilities. The incumbent routinely meets with pharmaceutical representatives to explore pharmaceutical research partnerships that will enhance the quality of care for Veterans. The VPE is responsible for the operations of the VISN 5 P&T Committee including formulary maintenance, non-formulary drug use, contract compliance, patient safety monitoring, and therapeutic guideline implementation. The VPE coordinates the necessary VISN P&T subcommittees/workgroups to accomplish to implement use of identified best practices, opportunities for improvement, VISN wide or national Drug Use Evaluations, and monitoring compliance with pharmaceutical treatment guidelines and protocols in alignment with the P&T overarching goal of optimal pharmaceutical utilization and world class health care. Furthermore, the incumbent will perform other duties, as assigned.

QUALIFICATIONS REQUIRED:
BASIC REQUIREMENTS

a. Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)

b. Education

(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/.

( NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy .)

c. Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.

e. English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

Specialized Experience: 1 year of experience equivalent to the next lower grade level (GS-14)? Creditable experience will be determined by the incumbents' ability to display knowledge, skills, and abilities in the following:
